High-visibility clothing is certified into three classes under EN ISO 20471. Which class a worker needs depends on the speed of traffic around them, the light conditions, and how much of their body needs to be visible — and getting it wrong is one of the more common findings on UAE site audits.
This guide explains what determines a class, when each is appropriate, and the heat-related trade-off that makes hi-vis specification harder in the Gulf than almost anywhere else.
What determines a hi-vis class?
Two materials do the work, and they do different jobs:
- Fluorescent background material — the bright yellow, orange or red fabric. This provides daytime visibility by re-emitting UV light as visible colour. It does nothing at night.
- Retroreflective material — the silver or grey tape. This provides night-time visibility by bouncing headlight beams back toward the driver. It does very little in daylight.
The class is set by how much of each the garment carries. More certified area means a higher class — which is why a garment’s shape matters as much as its colour.

Why sleeves decide the class
A short-sleeve garment generally cannot reach Class 3, because there is not enough certified material area on the garment to meet the requirement. This surprises buyers who assume they can specify “Class 3, short sleeve” for a hot climate.
You cannot. If the risk assessment says Class 3, the garment has sleeves.
The right response in UAE conditions is not to drop to Class 2 — it is to specify a Class 3 garment in a lightweight, moisture-wicking, mesh-ventilated construction. A lightweight long-sleeve hi-vis shirt is considerably cooler than a heavy short-sleeve one, and it also solves the UV exposure problem that short sleeves create.
Can you combine garments to reach a higher class?
Yes, and it is a legitimate approach — a Class 2 vest worn over Class 1 trousers can achieve Class 3 as an ensemble.
But there are two conditions that get overlooked:
- Both garments must be worn together, every time. The moment the vest comes off, the ensemble is Class 1. On a hot site, that happens.
- Both must be certified. A certified vest over uncertified trousers is a Class 2 ensemble, not a Class 3 one.
Where Class 3 is genuinely required, a single certified Class 3 garment is more reliable than an ensemble that depends on discipline in 45°C heat.
How do you choose the right class?

Confirm against the project specification. In the UAE, main contractors and authorities — MOHRE federally, OSHAD in Abu Dhabi, free zone and municipality authorities elsewhere — frequently specify above the general minimum. Hi-vis and flame resistance are not the same thing
Standard hi-vis is polyester. Polyester melts.
In a flash fire or arc flash, a melting polyester garment adheres to the skin and makes burn injuries substantially worse than no garment at all. This is why wearing a standard hi-vis vest over FR coveralls — a common sight, and an understandable attempt to satisfy two requirements — is actively dangerous.
Where both hazards exist, the garment must be certified to both a flame-resistance standard and EN ISO 20471. Integrated FR hi-vis garments exist precisely for this, and they are the only correct answer in UAE oil and gas, petrochemical and electrical utility work.
What does UAE heat change?
Everything about wear compliance, which means everything about actual protection.
A specification that looks correct on paper fails if the garment is unwearable. What works here:
- Moisture-wicking polyester microfibre rather than heavy cotton drill. Cotton holds sweat; microfibre moves it.
- Mesh ventilation panels at underarm and back. These do not reduce the certified material area if the garment is designed properly.
- The lowest fabric weight that still meets the class.
- Fluorescent yellow over orange in most UAE settings — it gives better contrast against sand, dust and concrete. Unless the project specifies orange, which many do.
- Lightweight long sleeves over short sleeves. Counterintuitive, but sleeves solve UV exposure and a light fabric handles the heat.
During the summer period when outdoor work in direct sun is restricted in the afternoon, work shifts to early morning and late evening — both lower-light windows with plant moving. When does hi-vis stop being compliant?
Hi-vis fails gradually and invisibly, which is why it is usually replaced far too late. A garment can be well past compliance while still looking perfectly serviceable.
Four failure modes, in the order they typically occur in the UAE:
- Fluorescent fading. UV bleaches the background material. A faded garment has lost the daytime visibility it was certified for. This happens fastest here and is the usual first failure.
- Retroreflective tape cracking or lifting. Driven by wash cycles rather than calendar time.
- Wash count exceeded. Most garments state a maximum on the label. Site laundry routinely exceeds it with nobody tracking.
- Contamination. Oil, paint and cement dust reduce reflectivity and frequently cannot be washed out.
Practical test: hold the garment next to a new one of the same type. If the colour difference is obvious, the old one is done. Build replacement into the budget rather than waiting for visible failure — our PPE lifespan guide covers realistic intervals.
Frequently asked questions
What is the difference between Class 2 and Class 3 hi-vis?
Class 3 carries more fluorescent background material and more retroreflective tape, giving greater visibility at distance and in poor light. Class 3 generally requires sleeves. Class 2 suits general site work; Class 3 is for roadworks, high-speed traffic and night work.
Can a short-sleeve shirt be Class 3?
Generally no. There is not enough certified material area on a short-sleeve garment to meet Class 3. If the risk assessment requires Class 3, specify a long-sleeve garment in a lightweight, ventilated fabric rather than dropping to Class 2.
Does a hi-vis vest over a hi-vis shirt increase the class?
It can, if both garments are certified and both are worn together. The ensemble is only as good as its weakest state, though — if the vest comes off, so does the class. Where Class 3 is genuinely required, a single certified Class 3 garment is more reliable.
Is standard hi-vis flame resistant?
No. Standard polyester hi-vis melts when exposed to flame or high heat, which can worsen burn injuries. Where flash fire or arc flash risk exists, specify a garment certified to both a flame-resistance standard and EN ISO 20471. Never wear a standard hi-vis vest over FR coveralls.
How often should hi-vis clothing be replaced?
Replace when the fluorescent colour has visibly faded, when retroreflective tape is cracked or lifting, when the label’s maximum wash count is reached, or when contamination cannot be removed. In UAE sun, fading usually triggers replacement before wash count does.
Can hi-vis be washed with normal laundry?
Follow the garment label. Most hi-vis has a maximum wash temperature and cycle count, and exceeding either degrades the retroreflective tape. Never use bleach or fabric softener on retroreflective material. Industrial high-temperature laundering shortens garment life significantly.
What hi-vis colour is best for UAE sites?
Fluorescent yellow generally provides better contrast than orange against the sand, dust and concrete typical of UAE sites. However, many projects specify orange by contract, and colour is often used to distinguish trades. Check the project requirement before ordering in volume.
